Contemporary art biennial ''D-O ARK Underground'' is one of the projects funded by BIFC and is organized in Herzegovian town Konjic in order to promote human rights and tolerance. In May 2011, the second project partner SCCA Ljubljana will organize six lectures, where respectable art historians present the development of contemporary art from 1990es until today.

The Balkan Incentive Fund for Culture (BIFC) is one out of three grants schemes awarded by the European Cultural Foundation (ECF) in order to strengthen relations across the Western Balkans and the region’s relations with Europe. The Incentive was initially founded in 2006 by the European Cultural Foundation (ECF) and Humanist Institute for Development Cooperation (HIVOS) from Netherlands and Open Society Institute.
