The Kluže Ambient Festival originated in 1998 with a series of exhibitions called 'ARTileria Kluže', launched by Damjan Kracina and a group of artists at Kluže Fortress near Bovec. In 2002 the B-51 Cultural Society took over the role of organiser of cultural events at the site and launched the Ambient Festival as a launch pad for entertainment and the arts in the Upper Soča region.

The first production of Kluže 2002 was Letters from the Frontline directed by Marjan Bevk, a site-specific international co-production involving Hungary, Italy and Croatia based on the theme of the First World War (a front line of which was located in this region).

The organisational concept underlying Kluže 2003 was to present events in a series of 'weekend packages', in order to enliven the various venues. The festival co-operated with the Central-European Mittelfesto, staged just over the border in Cividale del Friuli (Italy), which also contributed some performances at Kluže. The Festival was constructed around individual theme-related concepts, such as presentations of productions emanating from Slovenia as well as neighbouring Friuli (Italy) and Carinthia (Austria) on war tragedies and exile-related subjects, thus maintaining a creative historical connection with the Soča-Isonzo region. The 2003 festival was also supported by Central European Initiative (CEI) funds.

Kluže 2007 presented artists from Slovenia, Austria, Croatia and Bosnia-Herzegovina in two parts: 8-15 July and 10-15 August. It opened with the performance Kekec by Mladinsko Theatre and a concert by Čompe. The opening event also involved the creators of the film Chronicles of Narnia, who shot one of film's scenes in this part of Slovenia. The main programme of high-quality performances - on this occasion mainly by female artists including Muzeum Institute, Senzorium, Imaginarni, Austrian duo Marylin and Stern, and Croatian group Caravan - took place in the courtyard of the fortress, while the accompanying programme of theatre, music and children events was set in front of the Alp Hotel in Bovec.

The festival is organised annually by B-51 Cultural Society in collaboration with Bovec Tourism Organisation and supported by Ministry of Culture and Bovec Municipality. All events in the festival are free of charge.
