Only books published by Mladinska knjiga Publishing House are eligible for the award, but the award committee is composed of outside members. At first the award was annual; since 1989 it is presented biannually. In 1999 they also started bestowing lifetime awards for children's authors and illustrators (recent winners include authors Polonca Kovač, Niko Grafenauer, Dane Zajc and artists Matjaž Schmidt, Alenka Sotler, Jelka Reichman).
