Portals!!!

Many new experiments with new Main Page, making it much more portal-like.
New features:
- top menu; portals for individual topics are not there yet
- infoboxes improved
- category cloud
- search and replace. Use with care!
- better subcategory listings
- moved many metapages to Site: namespace
- added jQuery 1.3.2 javascript for scripts
- added simple SVG sidebar map (doesn't work yet)
