In 1868 a Narodna čitalnica ('national reading room') was established in Črnomelj. Črnomelj People's Library was established in 1962 and registered as a public institution in 1969. Branches were established in Semič and Vinica in the 1970s and in Dragatuš in 1992. Computer equipment was introduced in 1993 and computerised book lending in 1997. From 1974 up to 2003 the library was a part of the Črnomelj Institute for Education and Culture. However, with the new Law on Libraries in 2001, it became an autonomous institution and in 2004-2008 it moved to new, more spacious, premises.


The library holds around 47,500 titles including 300 video cassettes and has around 2,600 registered users, although there is currently only one public access computer terminal. Several creative activities are organised for various target groups in the community - Črnomelj Home for Elderly People, for example, has its book collection changed three times a year, there is a children’s reading club, and a regular series of puppetry workshops is presented. A Mobile Library is planned in the near future.
