In 1868 a Narodna čitalnica ('national reading room') was established in Črnomelj. [[Črnomelj People's Library]] was established in 1962 and registered as a public institution in 1969. Branches were established in Semič and Vinica in the 1970s and in Dragatuš in 1992. Computer equipment was introduced in 1993 and computerised book lending in 1997. From 1974 up to 2003 the library was a part of the Črnomelj Institute for Education and Culture. However, with the new Law on Libraries in 2001, it became an autonomous institution and in 2004-2008 it moved to new, more spacious, premises.

The library holds around 47,500 titles including 300 video cassettes and has around 2,600 registered users, although there is currently only one public access computer terminal. Several creative activities are organised for various target groups in the community - Črnomelj Home for Elderly People, for example, has its book collection changed three times a year, there is a children’s reading club, and a regular series of puppetry workshops is presented. A Mobile Library is planned in the near future.

In addition to lending library material, the library stands as the cultural centre of the region, facilitating lifelong learning, hosting activities for all age groups, cultural events, and fosters the reading culture in the Romani community. Such activities include book clubs, creative workshops, exhibitions, literary competitions, and story-telling hours. The library manages several projects with a view to developing language skills among and making literature more accessible to special needs individuals.

Although officially established in 1962, Črnomelj Library traces its origins back to 1868, when Narodna čitalnica, a national reading room, was opened in the city of Črnomelj. It runs a branch library in Semič.
