The House of Culture Celje was originally established in July 2009 on the initiative of the Art Society of Celje. Ever since they have engaged in cultural production and post-production. The primary purpose of the institute is to establish comprehensive co-production projects in Celje to strengthen the cultural offer and position of the city in the Slovene and European cultural space.

The House of Culture Celje is a founding member of the Regional cultural formation Triangel and a member of Asociacija, Association of Arts and Culture NGOs and Freelancers. The institute is involved in several national and international projects, among them, it is a partner of JUMUM, which strives to popularise the music genre of operetta (the European project coordinated by the Celje Museum of Recent History).

The Ljubljana Festival is a renowned and highly ambitious international festival which offers a variety of music, theatre and dance performances by leading international as well as domestic artists. Between 70 and 80 events range from concerts of classical, ethno, rock and jazz music, to performances of opera, theatre and ballet. It enriches the capital city with concerts of star soloists, acclaimed ensembles, chamber and philharmonic orchestras and performances by prima ballerinas, opera divas, and seasoned thespians.

Taking place from the end of June to the end of September, it is the main summer festival in Ljubljana and certainly amongst the bigger ones in the wider region. As of recent years, the festival also has a small 'winter edition' in February.
