The Slovenian Intellectual Property Office (SIPO) carries out tasks in the area of intellectual property, including industrial property and copyright. It manages procedures for the granting of patents and registering of semi-integrated circuits, models, brands and geographic designations, except those referring to agricultural products and food. In the area of copyright, the Office has competence to issue authorisations to organisations for collective management of authors’ and related rights, and to supervise the operation of such organisations.


In addition to its administrative tasks, it also drafts legislation in the area of intellectual property. The Office also provides a number of information services, and performs administrative tasks for the Conciliation Board which solves disputes between employers and employees that concern inventions created during employment, and for the Copyright Board.

International cooperation

SIPO represents the government in the management bodies of the World Organisation for Intellectual Property (WIPO) and the European Patent Organisation (EPO), as well as in the intellectual property working parties of the EU Council, European Commission and OHIM – Office for Harmonization in the Internal Market (Trade Marks and Designs).

Copyright-based industries in Slovenia

In 2008 the Office initiated a Study on the Economic Contribution of the Copyright-Based Industries in Slovenia. The study is based on the WIPO methodology and was financed by WIPO and the Slovene Ministry of Culture. It has been concluded and made available online in 2011. The study offers a complex comparative quantitative analysis of the contribution of specific sectors based on the statistics from 2002 and 2007. It reveals that the copyright-based industries contribute 5.1 % to GDP and secure 6.8 % jobs on the national level.
