In 2006 the Slovene Human Resources Development and Scholarship Fund took over the programmes of the former Ad futura Science and Education Foundation, a public fund established by the Slovene Government in July 2001. Through this foundation Slovenia provides the resources for the development and mobility of its intellectual capital: it is a central public interest institution through which the state can fund studies by Slovenes abroad and by foreigners in Slovenia and it is an umbrella institution for financial and informational support of international mobility of students and researchers from and to Slovenia. It also acts as the central national management institution for ensuring children their right to maintenance replacement and international recovery of maintenance, it promotes employment of people with disabilities and the preservation of their jobs and ensures the rights of workers whose employment relationships have been terminated due to the insolvency of their employers.

Funding

There are several active programmes, each of which comprises many different projects and calls for applications. The applications are evaluated by a group of academics and professionals. The fund provides scholarships for undergraduate and postgraduate study for Slovene citizens for the study abroad and for foreign citizens for their study in Slovenia, as well as to Slovene citizens conducting research projects abroad and to foreign researchers participating in research projects in Slovenia (Zois Scholarships, Scholarships for Doctorate Studies of Foreign Citizens in Slovenia, etc.). It facilitates the participation of Slovene researchers in the international research network as well as the return of Slovene research personnel. It also offers student loans for studies abroad.

Research support

The fund organises conferences supporting the development of educational and research work policies and information flow. Last but not least, it runs a special programme cooperating with Slovene companies who want to educate promising personnel. Since 2006 the Slovene Human Resources Development and Scholarship Fund has run several additional programmes relating to human resources development. Along with the national funding research organisation Slovene Research Agency (ARRS), the fund represents an important support for research, scientists, and students.
