Only books published by Mladinska knjiga Publishing House are eligible for the award, but the award committee is composed of outside members. At first the award was presented annually; since 1989 it has been presented biennially.
In 1999 Mladinska knjiga began to honour lifetime achievements with awards to children's authors and illustrators (recent winners include the authors Polonca Kovač, Niko Grafenauer, and Dane Zajc, and the artists Matjaž Schmidt, Alenka Sottler, and Jelka Reichman).
