Opened in 2000 by Podlaga Youth Centre in an underground bunker in the Municipality of Sežana, MC Podlaga organises cultural programmes, offers consultation services and disseminates youth related information. It also provides rehearsal and performance facilities for local music groups and has a Cyber Room with four computers for public internet access and two computers for work. It collaborates with the Kosovel Culture House Sežana for movie screenings and helps in producing the annual local festival Mladifest.

In recent years, the venue has organised a number of concerts (though usually Slovenian ones, they also hosted bands such as UK Subs), performances, lectures, creative workshops, film evenings, presentations by local artists and exhibitions of comics and photography.
