The municipal Social and Economic Issues Department is active in the field of cultural heritage preservation and support local artistic and cultural programmes. Numerous cultural institutions are located in Vrhnika, known as the birthplace of Ivan Cankar, radical writer and liberal mind of Slovene modernism. These include the Cankar's Library Vrhnika and the Ivan Cankar Institute Vrhnika which organises a regular programme of cultural activities.
Vrhnika was twinned with a small town Iolkos (Thessaly, Greece) in 2008. According to ancient Greek mythology the ship Argo set sail from Iolcos. On their journey the Argonauts crossed also the Vrhnika region. A traditional Argonauts Days festival takes place in Vrhnika every June.
The local branches of the Union of Cultural Societies of Slovenia (ZKDS) and the Public Fund for Cultural Activities of the Republic of Slovenia (JSKD) facilitate the activities of local cultural organisations and act as mediators in respect of state and municipal funding.
