The competitive section of the programme is open only to independent student film and video productions by amateur filmmakers. The selected films must be made without the help of professional production companies, schools, or academies. The non-competitive section is reserved for films made by students of film academies and schools.
The film programme is accompanied by lectures, panel discussions, video workshops, exhibitions, a guided tour of RTV, and other social events.
