The Social Public Activities Department of Kranj Urban Municipality acts as a governance and expert body for the field of education, culture, sports, social security and medical care. It oversees funding and programming, makes strategies and monitors their implementation, co-ordinates the protection of the natural and cultural heritage in the region and overseas the establishment and organisation of public institutions. The three institutions founded by the Municipality of Kranj are: Gorenjska Museum, Kranj, Prešeren Theatre Kranj and Kranj Central Library.
Funding goes to free-lance artists as well as amateur cultural creation as there are 52 cultural associations in the municipality comprising about 1,700 members. The Saturday matenees and workshops are organised by the local branch of the Public Fund for Cultural Activities of the Republic of Slovenia and cofunded by the Municipality.
The 'Gallery of the Recipients of the Prešeren Award' located at the Prešeren House features an annual exhibition of the works of visual artists who were granted the Prešeren Award and Prešeren Foundation Awards. Its permanent collection has been growing.
The municipality has published eight issues of the bilingual Prešeren's poetry in the framework of its publication Prešernova pot.
In cooperation with Imago Sloveniae the municipality organises participation at the most important cultural events in Ljubljana and other cities round Slovenia. Kranj is a member of the Slovene Association of Historic Towns.
