It oversees funding and programming, makes strategies and monitors their implementation, co-ordinates the protection of the natural and cultural heritage in the region and overseas the establishment and organisation of public institutions. The three cultural institutions founded by the Municipality of Kranj are: Gorenjska Museum, Kranj, Prešeren Theatre Kranj and Kranj Central Library.
Funding goes to free-lance artists as well as amateur cultural creation as there are 52 cultural associations in the municipality comprising about 1,700 members. The Saturday matenees and workshops are organised by the local branch of the Public Fund for Cultural Activities of the Republic of Slovenia and cofunded by the Municipality.
Ongoing cultural projects

In cooperation with Imago Sloveniae the municipality organises participation at the most important cultural events in Ljubljana and other cities round Slovenia. Kranj is a member of the Slovene Association of Historic Towns.
Since 2002 the Municipality of Kranj collaborates with the Municipality of Grožnjan in Croatia. The representatives signed a protocol in order to organise jazz events (concerts, Summer Jazz School HGM and Jazz Camp). The cooperation was initiated by jazz musicians Boško Petrović, Gregor and Primož Grašič.
