The municipal cultural programme is developed and funded by the Space Regulation and Protection of Natural and Cultural Heritage Board which performs tasks that are twofold. Firstly it regulates the use of public spaces in all spheres, secondly it is active in the field of cultural and natural heritage preservation.
Numerous cultural institutions are located in Vrhnika, known as the birthplace of Ivan Cankar, radical writer and liberal mind of Slovene modernism. These include the Ivan Cankar Library, Vrhnika and the Ivan Cankar Institute Vrhnika which organises a regular programme of cultural activities.
The local branches of the Union of Cultural Societies of Slovenia (ZKDS) and the Public Fund for Cultural Activities of the Republic of Slovenia (JSKD) facilitate the activities of local cultural organisations and act as mediators in respect of state and municipal funding.
